Position Description
Plan International is seeking a senior- level Youth Employment Specialist for at-risk youth in El Salvador. Professionals with additional experience in Central America or with at-risk youth in conflict settings are preferred. Extensive experience working on youth employment development projects funded by USAID/USDOL or other bilateral donors.

Responsibilities
• Lead technical design, oversight, and monitoring of activities for youth employment and workforce development activities.
• Ensure efficient management of financial resources for youth employment components, including understanding of the program budget and monitoring expenditures.
• Coordinate technical activities with the USDOL missions in El Salvador , partners, sub-recipients, government agencies, private sector partners, international and local NGOs, community organizations, and youth.
• Ensure the timely and quality completion of program technical deliverables and reports in accordance with USDOL guidelines.
• Supervise a team and oversee implementation of annual program work and plans.
• Liaise and coordinate with other related projects and activities ongoing in El Salvador , including Plan’s ongoing programs.
• Lead the development of annual work plans and contribute to development of performance monitoring plans. Work closely with other project technical experts on all project activities.
• Ensure Plan’s Child Protection Policy and Guidelines are adhered to during project implementation
Requirements:
• Minimum Master’s degree in Business, Economics, International Development, or related field; Ph.D. or DrPH preferred.
• Professionals with experience in Central America or with at-risk youth in conflict settings preferred.
• Strong knowledge of youth employment and workforce development (vocational training, entrepreneurship, value chains, etc.) in El Salvador
• Knowledge of local community-level challenges impacting youth employment.
• Significant experience in relevant program management or technical advisory roles in complex USG-funded youth employment projects in Central America for an international organization.
• Previous experience conducting labor market assessments, identifying key market opportunities for youth, and working with private sector partners to train and employ youth.
• Demonstrated knowledge of USDOL project management (ideally, in a senior technical position), including USDOL rules and regulations and reporting requirements.
• Familiarity of workforce competencies and training components necessary to adequately prepare youth for entrepreneurship and employment.
• Demonstrated knowledge about gender, especially among youth, and demonstrated experience and proficiency in managing programs that mainstream gender and social inclusion.
• Champion of positive youth development and active youth participation/leadership in project activities, to ensure meaningful youth input throughout the project cycle.
• Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under rigorous timelines.
• Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, private sector partners, donor representatives, local and international staff, community members, and youth.
• Ability to respond on short notice and plan and execute several activities at once.
• Ability to work under pressure, as part of a team or independently, and meet deadlines consistently.
• Proven experience hiring, training, and supervising teams of international and local staff.
