Position Description
Plan International is seeking a senior- level At-Risk Youth Specialist for the youth employment for at-risk youth in El Salvador. Extensive experience working on youth development projects funded by USAID/USDOL or other bilateral donors.

Key Qualifications and Skills

Responsibilities
• Lead technical design, oversight, and monitoring of activities for positive youth development activities.
• Ensure efficient management of financial resources for positive youth development components, including understanding of the program budget and monitoring expenditures.
• Coordinate technical activities with the USDOL missions in El Salvador, partners, sub-recipients, government agencies, private sector partners, international and local NGOs, community organizations, and youth.
• Ensure the timely and quality completion of program technical deliverables and reports in accordance with USDOL guidelines.
• Supervise a team and oversee implementation of annual program work and plans.
• Liaise and coordinate with other related projects and activities ongoing in El Salvador and Honduras, including Plan’s ongoing programs.
• Lead the development of annual work plans and contribute to development of performance monitoring plans. Work closely with other project technical experts on all project activities.
• Ensure Plan’s Child Protection Policy and Guidelines are adhered to during project implementation
Requirements:
• Minimum Master’s degree in International Development, Adolescent Development, Peace Studies, Conflict Resolution, or related field; Ph.D. or DrPH preferred.
• Professionals with experience in Central America or with at-risk youth in conflict settings preferred.
• Strong knowledge of positive youth development/leadership in El Salvador.
• Knowledge of local community-level challenges impacting youth.
• Experience working with at-risk youth through peace building, conflict resolution, community re-integration after gang participation, volunteerism, civic engagement, and/or life skills activities preferred.
• Significant experience in relevant program management or technical advisory roles in complex USG-funded youth development projects in Central America for an international organization.
• Previous development and facilitation of life skills training programs for youth.
• Facilitation and support of youth-led advocacy initiatives and/or governance structures.
• Demonstrated knowledge of USDOL project management (ideally, in a senior technical position), including USDOL rules and regulations and reporting requirements.
• Demonstrated knowledge about gender and masculinities programming, especially among youth, and demonstrated experience and proficiency in managing programs that mainstream gender and social inclusion.
• Champion of positive youth development and active youth participation/leadership in project activities, to ensure meaningful youth input throughout the project cycle.
• Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under rigorous timelines.
• Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, private sector partners, donor representatives, local and international staff, community members, and youth.
• Ability to respond on short notice and plan and execute several activities at once.

The position is contingent upon award of the project and approval by the donor.
